Operator for Dreamland Heritage Amusement Centre

Thanet District Council has acquired a local amusement park known as Dreamland Heritage Amusement Centre (the "Concession"). The council is seeking a suitable and properly qualified service provider experienced in providing services similar to the services being tendered for under this contract.

The chosen concessionaire will:

- run the Concession as a successful, sustainable and viable amusement centre business so as to enhance Thanet's attractiveness as a leisure, holiday and retail destination for visitors;

- provide learning and volunteering opportunities for the local community;

- undertake certain fit out and improvement works;

- preserve a scenic railway and other heritage assets at the Concession; and

- deliver public relations, educational and community services.

The term of the contract is 35 years.

As part of this open tendering process bidders will be required to demonstrate that they meet minimum operational, technical and financial criteria, necessary for the satisfactory performance of this concession agreement.

This is an opportunity to bid for a service concession and lease for the operation of a unique heritage amusement centre known as Dreamland in Margate, located in the District of Thanet, Kent, United Kingdom. Margate benefits from excellent rail connections and Thanet attracted over 3.1 million visitors with an economic impact of 230,373,000 GBP in 2011 (6% increase on 2009) an improvement trend that continues, with significant increasing growth predicted.

The Dreamland Amusement Centre has been preserved and part refurbished, with the support of grant funding from the UK's National Lottery Heritage Fund and the UK Department of Communities and Local Government SEA Change Fund (formerly administered by the Commission of Architecture and Built Environment) due to its historic status and unique heritage assets including an art deco cinema and historic scenic railway (rollercoaster). Preferred List of Suppliers – Housing intervention and empty homes project 2014/15 (tdc ref 439#)

Thanet District Council (TDC) has been successful in its bids for Homes and Communities Agency (HCA) funding to purchase and convert existing void and empty properties and bring them back into use as affordable family housing which once completed will go on to form part of the councils current housing stock.

TDC is looking to form a select list of five contractors who will then have the opportunity to compete for works under the project 14/15, for contracts to undertake refurbishment and conversion works to existing and future acquired empty properties. The contractor is expected to work closely with the Council and our appointed Consultants in order to bring these empty properties back into use as new affordable family accommodation.

The contractor must demonstrate that they have worked on similar projects, with varied complexities, undertaking a range of works across multiple sites to run simultaneously. Contractors will be required to demonstrate that they meet the minimum operational, technical and financial criteria necessary for the satisfactory performance of potential future contracts.

Contractors must visit the Kent Business Portal  for downloading and completion of the appropriate pre-qualification questionnaire (PQQ) documentation attached under opportunities for Thanet District Council.

Following selection of suitably qualified contractors, those listed suppliers will be invited to bid on all future empty property conversion contracts which form part of the Margate Housing Intervention Live Margate Project and the TDC Empty Properties Project 2014/15 in single stage tender processes.

It is anticipated that the 1st contract will be awarded to the successful contractor to enable commencement on site during September 2014 with all works completed as agreed which will not be later than March 2016.

PQQ’s must be submitted in hard copy marked “Confidential – The Housing Intervention and Empty Homes Project Contract” addressed to Daniel Evans, Project Delivery Officer, Housing Regeneration, Thanet District Council, Council Offices, Cecil Street, Margate, Kent CT9 1XZ to be received by no later than 14:00hrs, 1st August  2014.  PQQ’s received after this time will not be accepted for consideration.
